The Elm Street Program was created to strengthen the older historic neighborhoods that characterize many of the commonwealth’s communities, while operating in parallel cooperation with existing downtown revitalization programs, including the Pennsylvania Main Street program.

The Elm Street Approach envisions coordinated actions in five key areas of focus:
